Yes. Since I have not yet completed my 2nd year of work experience technically (in March) and I got points already. I haven't heard of any case being refused or anything. If I get ITA, I will most likely be submitting my application after my 2 years are completed.

yes if they have decided not to drop CRS below 450 they will not make a draw. on the other hand there are all chances of draw because OINP released so many nominations yesterday which they normally do just before a draw.
I read something in the past saying that the number is close to 75k. They intend to issue 300k PRs, but it doesn't mean 300k applications since many applications are for families. I don't remember where I read this... :'(
