Am I the only one who sits on my laptop on a Wednesday night (Australian time) and continually refreshes the CIC rounds webpage to see what the latest cut-off score is going to be? Ha. And I'm not even near the cut-off! Its almost surprising their webserver doesn't go into meltdown every Wednesday. I'd love to do a pattern of life analysis on their access logs

As long as you aren't already claiming points for it, sure. But without it I'm guessing you only have around 400 points? If you're getting points for it now but haven't done it, then it may be grounds for misrepresentation.

With LMIA, i guess the total points can grant me a ITA. The concern from me is: whether CIC will validate it before i submit my supporting document, and reject to give me a ITA?

But to claim points it asks if you have foreign education. It then asks if you have completed an ECA. Saying yes to that gives you points. As you haven't got one yet and if you get an ITA, you lied. That's grounds for misrepresentation, whether you have an lmia or not.
