In Pakistani ruppees, the amount is equivalent to 11 lakhs... Yes you can take funds from our parents or any friend or relative as long as you show that you do not have to pay them back, i.e. show that it is "gift money" (CIC does not accept applicants coming on loans).
I think he meant the "basic score" can go below 400, which makes sense. People with basic scores below 400 get ITAs even now after they get LMIA or PNP. Basic score is different from overall score, it is the score excluding points from LMIA or PNP.
He is essentially quoting the guy in the original CIC video. Bear in mind at that there are likely to be 15,000+ candidates at 400CRS and above.
It is only feasible that score can go down as low as 400 if they clear the backlog and the number of ITAs rises to record levels. You can't rule that entirely out after this draw, but you'd need numbers for to rise to around 3000 ITAs per draw (or remain at around 1500 but have weekly draws for the rest of the year) before it becomes possible for scores to drop as low as 400.
ITAs in this number would be a massive bonus for all of us waiting but would be completely unprecidented. Wouldn't it be great if that is what happened?!
Why? because the ITAs are increasing? this trend has been predicted by many members here way before the video.
You and other keep forgetting that this guy is just a cog in the IRCC machine. He was just repeating what he was told by his managers which were told by the higher ups which were told by McCallum.
IRCC's plans could change at any given times by McCallum and Trudeau Jr., so be an educated reader and follow the decision maker/big boss of IRCC aka McCallum from his tweets or credible articles.

Is there a specific quota they have to fill by the end of the year, for them to have 3 draws in a month? If yes, then any idea how many ITAs are yet to be given till end of year?
I'm not so sure. When (because I don't think it's IF any longer) these new changes come in the points are going to go haywire. Giving international students extra points, and reducing points for LMIA are only a small fraction of what he could/or might do. There might be points for siblings, changes to points for age, points for bringing kids, points for certain occupations.... who knows!
And most people where so wrong here about huge bottleneck of candidates in the pool between CRS 481-482, some claimed to be 5-6K applicants with that score. Now i really have high hope for next draw.
