Yes definitely, all the applicants with CRS 471 and who created their profile on or before November 11, 2019 will receive ITAs. However, I don't know the exact time when ITA will reflect in account.
If anyone can help with time, it would be very greatful.

There is someone in this group who gave a logical explanation and threw the estimate could be "in the worst-case" scenario 471 and everyone called him a pessimist - I pity him.
Now if the worst-case scenario predicted by a pessimist came true, I worry about how the situation is out there.
I still stand at 422, depending on IELTS-CLB9 to pump up my score. I hope I will succeed in this attempt, and so do the ones who are trying wholeheartedly.
