They don't really need your authorization in other countries. For example, I was on a student visa in the US that's valid for 5 years, but I was living in the US past the 5 year mark. For US visas, you only need a visa to enter the country not to stay there. so it's technically not necessary.

As a matter of fact, I anticipate a draw today more than I anticipated last 2 weeks.
I feel it's the one way they can balance things out.

that is not pessimistic but more of a practical thinking boss, Even with these 3 draws it will go as low as 465 +/- 1 as PNP effect is minimized. If they would have continue 3900 it could have gone 462 but their intention is to keep CRS high.

You are not pessimistic , you are just being realistic . I also believe there's only 3 Draws left for the year and its gonna be exactly how you quoted too.
