You’ll start loosing 5 points each from 30 yrs and onwards.
For applying to a bridging work permit, yes you need your pr.
For applying to a regular extension of your work permit or even for a visitor visa you do not need to wait for a PR. and most likely it will be rejected but it will still buy you enough time to get in next few draws.

New gov has not formed yet, and it is Liberal gov picking ministers. Don't see reasons for big changes to happen now
