The draw is probably delayed due to manpower and clearing of old backlogs... The draw might happen last week of February
 
Also, they might have imposed country--specific limits which would mean much higher CRS cut-off for Indians and much lower for other countries.

This is not how Canada immigration works. No country specific limits unlike our neighbors!
