Score can go down in novNovem and December .see October is the month when students complete their study year or one year of work experience in Canada.so a lot of people get points in Oct. So don't loose hope .scores will get down a little in nNovembe or December.

Since the documents are due just before December 31, 2018, does that mean I don't have to do biometrics? Or will I have to do it since PPR won't be issued before December 31, 2018?

When it comes to do or not to do biometrics, that does not depend on the draw date but on the date when you get your PPR request. So answer is most likely yes, because give the short time until end of this year, people that are invited now, will get their PPR only next year.
