Many people are just tired. I would say the majority. Some others are busy improving scores. People like me at 438 since Q4 last year were 100% sure ITA would easily come and yet here we are almost 1 year later and the score would not drop below 440s.
Thet are messing around with us now .Reduced ITAs to 3500 where people were hoping for back to back draws or 3 draws in September .Unbelievable .I was hoping it would be 440 atleast . They saw there was no other option so they reduced otherwise the cut off would have dropped .
Seems like forever at 438 .I guess need to apply for IELTS for those 3 points now

I will suggest you reconsider that.
Till the time you get your IELTS score, it will go way beyond 441.

I believe we should thank the current US president. That for sure made A LOT of people see Canada as a back up plan. Sadly most of them dont even intend to live there but just to have it as a 2nd option in the bag in case something happens.

Canada has what they need.
1) a system like Express entry which is robust enough to filter as per their needs
2) a bunch of people desperate to go there
3) lots a very qualified applicants
4) a pool that doesnt seem to decrease
5) many applicants with high scores and some others constantly improving.
Why would they need to go as low as 435 for example?? There is no need AT ALL sad to say.
Ontario is not going to invite candidates without job offers or French skills. So basically its a clear indication that we need to think of other options
Actually the biggest advertisement happened last year when the CRS cut off reached 413 in May, showcasing Canada as the easiest country to enter.
So, everyone came to know about the express entry process and now the cut off cannot come down unless the Canada craze goes down.

OINP - I really doubt now for this year as their quota is also almost over .....I am not even confident for next year....because most of direct ITA people moving to Ontario so they want to use their quota for JB, ST or French.....
