Do I need PCC from Canada right? Can I just go to local police station and get Police clearance certificate or do I need to get the Rcmp clearance with a fingerprint.
Yes you need it from Canada and also from the place where you lived for other two years. Or else you might face significant delays in your application.

See, this is the thing with individuals. My own experience has tainted my point of view towards this particular issue. I was required to do a FP for my PR and I am most certain that I will be required to do so for my CIT application, too.
You are right! It is possible that they do not require FP from this applicant.

FP is completely different from PCC though. The applicant doesn't need to provide fingerprints when applying for Citizenship. If/when needed, IRCC would request them and only then the applicant should provide them.
