in the email of AOR the date of receipt of the application is 9 Dec 2016 whereas the AOR email was sent to me on 27 Feb 2017 . My question is which should i consider as date of AOR 9 DEC 2016 or 27 FEB 2017 ?

from december to 8 march was (IN PROGRESS)
from date 08 march was (IN PROCESS) and now is (NOT APPLICABLE)
did this means that VO has finished my background check ?
i am on 13 month of federal stage

Really?!! I asked a lawyer yesterday and she confirmed with me that we'll be eligible to apply for the Bridging Open Work Permit if we have both the CSQ and File# from CIC, and currently legally live in Quebec......

You can call them and ask what this status means, I have this status since 8th March and they told me that my background check is completed and only decision is left to be made. But some other guy who has exact same status also called them and they told him that his background check is completed but security check is yet to be done. So hard to say anything.
But either way it is good to know that "Not Applicable" comes after "In Review" status, which seems to be so in your case.

You can not get open work permit, but you can get closed work permit with your current employer if you already have a job in Quebec.

Yes ->you can get WP/extension/join new employer to work ONLY in Quebec ..
No- >its technically not something like federal bridging WP which allows you work anywhere in Canada ...
