I hope they are preparing for an explosion of AORs for everyone, that's what I was thinking, but I could be wrong.
I noticed that they sent XEP to everyone who applied in the end of April 2021 at May 10th, however my XEP was available for me at May 4th when I called to IRCC.
But email I got at May 10th like other people.
I have a feeling they do major updates on certain dates.

I am hopeful they give us our official AORs in the coming days, even us who applied in 2021. That should not take this long to get.

I don't believe in this.
I hope to get my AOR at least in January 2022, but I know that for now it's 12 months, so I don't hold this hope even for Jan 2022.

First we have to wait for all 2019 to get their AOR, then for 2020 which I think they won't be that many and meanwhile no to start to process outlands. I am July 2020, I hope to get lucky and get my AOR before they start again to process outlands.

Also, do we know how many pending outlands applications exist?

No one knows the exact figures and the process itself. This QSW is a gamble. It makes us lazy and gets on our nerves and makes mentally sick. Here is a story of two guys that I interacted with who left this process and got their PR through express within no time.
One guy told me that during my studies, I applied for CSQ and then I graduated and moved to ON got my PR and my CSQ was still under process and now waiting for my refunds for years.
A month before pandemic, met another guy who was a graduate student (PhD) in QC university and working on his thesis in ON. He said I just moved to ON for my Research project and planning to apply for express entry because CSQ thing is a waste of time. A few months back I saw the same guy and he told me that I got my PR last year. I know the circumstances are different for each individual and QSW route might be more suitable for many of us. It is what it is!

Hi guys, I have got the CSQ and I applied for the PR last August (2020). So far no news I just got temporary file number from the federal government. I am a civil engineer graduate and I have been trying to get a job in Montreal for the past 2 years but no luck. My questions is, if I move my address to Gatineau but work in Ottawa, because I can get a job in my field there. Would that affect my PR file in any way? Thanks.

I just called the federal immigration and the lady told me we have no problem as a Federal immigration you need to call Quebec Immigration. So I did, the other lady told me your PR file is under the Federal immigration control now Quebec has no decision on my file! and now I am more confused.

As long as your CSQ is not revoked, and I believe that there is no reason to revoke your CSQ because you still live in QC, so it should be fine.

But if you have a job in Ottawa, why bother to go through the endless struggle of QSW. Federal opens a new stream of 90,000 candidates and it would be much faster/

You have to live in Quebec, no other province. But you can live outside Canada and wait as well.

My opinion, I dont think it will be a good thing, they give you a CSQ so that you can work and contribute to the Quebec economy. You working in Ottawa might not be a good idea. Thats just me, I'm not an expert.

I am also not an expert.
But to my opinion, the signed agreement doesn't say you have to work in QC. He can still live in QC while working in Ottawa.
Many immigrants don't even have a job but still contribute to the economy by consuming commodities.
