With PR it should be easier to find opportunities outside quebec so many would move out if such requirement is forced upon for citizenship. As it is federal government is responsible for approving Citizenship. If that changes then quebec can be officially called different country and will be exciting to see how it affects canadian $ and the new quebec $ based on thier respective GDPs.
What requirement? You suppose to have proof of language: English or French for citizenship. Yeah, you always can move to another province after PR and pass English, but honestly, if you wait 2 years for PR in Quebec it’s ridiculous to move to another province after that.
Of course it depends on personal situation, but a lot of ppl are tightened up to province with personal circumstances after many years of leaving in.
When federal spokesman says this will be finalized in 'coming months' it shows a bit of their lackadaisical attitude. Quebecs done its part. What the heck is coming months. Implement it immediately to save people from unnecessary distress.

For example, Quebec issued 1000 CSQ per year and immigration quota is 1000 ppl on the Federal level. So they match both values and issue documents.

Why some people wait for next year to be in quota if Quebec issues the same amount of SCQ per year as quota?

Nicely put. If federal gets on its toes now, I assume it may still take 2-3 years minimum to match csq with quota (with a backlog of 51k+ and growing by day I don't see it coming down to less than 27 months for majority).

I don't think their target of 40K per year will clear the backlog. I believe 40K PR also includes all other streams of permanent residency not only skilled worker

I hope 1 week later when travel restrictions get eased, most probably they will continue to process outland files.
They haven't been processing outland files from March 2020, it can't go forever like this.

This isn't the solution. There are so many foreign francophone students who are the majority of the CSQ holders since last year. These are the best possible immigrants for the province.
They just have to increase the quotas in order to accept people who have already CSQ and finally guarantee a place in their quotas for every CSQ holder.
This ridiculousness has to stop. You can't choose an immigrant giving him CSQ but then keep him out 9f the annual quotas.

why to stop only QSW ?
Because it is the biggest chunk among the all quotas and for instance you can’t stop family reunification.
