I called CIC about the long waiting the AOR for august application. She said this is not weird because of the long backlog they have for quebec applications. She looked pretty confident that Quebec applications are doomed and the application process will take long.

I think people stress sometimes too much and read too much into things. I'm also anxious with my application, but saying that is doomed is a bit too much. I mean, the AOR is just taking a bit too long, but they'll eventually get to our AORs. No one in August has been processed, but soon or later they will process it. It's not like the Canadian government is suddenly targeting August applicants. Just a bureaucratic delay (because they're probably finishing advanced applications, or they have insufficient staff these days). I have worked in large-batching processing for other bureaucratic operations in a private business, and sometimes we delay initial processing of files until we diminish our current queue, since this is more efficient.
Either way, if we look at the CIC files history, the fact that the AOR took 2 or 4 months had not impact on the total processing time. So why freaking out over a longer-than-expected AOR? Wait an extra month, and we will most likely all see our AORs coming to us.
It's just a guess. But it's a very educated guess, given that no one I know has gotten it from the Aug 2019 applicants. However, by looking at the history of applications (in the google sheet), it looks like this happens every so often: suddenly AORs take long or short. I wouldn't freak out, given that a lot of people are on the same boat. It might just be that CIC probably stops processing AORs if they've gotten a big batch.
