After 10 weeks at Kingston Embassy, I emailed them to get an update on my application and this was their response.

Applications in the Skilled Worker category are processed in order of receipt. Your application forms and fees guarantee your place in the processing queue. Your file is being processed in accordance with its place in the queue, based on the date on which the application and fee payment were received in our office. As we are not yet ready to review your file, you are not required send any documents in support of your application. Since your application is still within normal processing times, we are not able to provide any status updates on your file. When we are ready to review your file, we will send a document request letter to you using the contact information we have on your file. That letter will list all documents required to continue processing your application.

I had the same confusion until my lawyer from "Campbell, Cohen" explained:

"Please be advised that Buffalo visa office was closed in 2013 and all applications for this visa office were transferred to Ottawa for processing. All initial federal applications are to be submitted to the Central Intake office in Sydney, Nova Scotia. This office will intake the application to verify if the applicant submit a complete application. If all is completed, then this office will transfer your file to the visa office for processing. In your case, it is very likely that your application will be processed in Ottawa as you are currently living in Canada.

So nothing to worry. After the initial assessment in Sydney, Nova Scotia, your application will be forwarded to the visa office assigned to process applications of the country where you are currently residing and submitted the application from.

Thank you subtain, this really helps to get an idea. Since I've been living in Montreal for the last three years, it is safe to assume that my file will be reviewed in Canada.
Let me also share a friend's case who is waiting for his PR in the USA. He tells me his file is being processed in the intake office at sydney. I asked him if he was sure, and he showed all the correspondence he gets has that address.
Is it possible that cic opened a new PR processing office in Sydney?

I have received my AOR June 24, 2015 exactly 4 months after they received my pr application. My visa office is in Manila. Can anyone tell me how long usually it takes to received MR after AOR? In my email inquiry to CIO, they said that my application was already sent to visa office in Manila.

Anyone got request for Medicals yet? and on the AOR it says Application is complete and have been transferred to processing. does this mean its been processed in Sydney as it does not say its being transferred to Ottawa VO

Hi Guys,

I'm glad to inform you that I received today (After just 3 weeks of my AOR) 2 emails from the Embassy about my medical exams and the other email to pay the landing fees before getting my visa (490$) ..
I am super excited and I will take an appointment in the hospital to do my medical exams ASAP as I only have 1 month to do that and submit the results according to the email ..
It seems that they transferred my file to Paris Embassy because both of these emails were received from Paris Embassy Immigration ;D

I sent my Federal paper on 12 February 2015 - they received my package on 18 February 2015 ..
I got my AOR on June 18 2015 ..
And now my Medicals on 9 July 2015 ;D ;D

I sent my Federal paper on 22nd February 2015 - they received my package on 25th February 2015 ..
I got my AOR on June 26 2015 ..

Since our AOR timelines are 1 week apart, this means I will probably get my medicals in a week

Guys following are stats on people who have applied for QSW and have gotten medicals after AOR.

You can chose the country of origin from drop down list in the "green" cell and see the average time from AOR to medical.

Please add your own timeline and help grow the stats.

FYI on average the days from getting AOR to medicals is 13 days.
