I have already spoken to them and the response was "Do as it is mentioned in the letter. you should necessarily submit it.." Thats it. I have also sent a mail to them quoting the reference number and yet to get any response. I will post it here once I get it.
As of now, I believe in spite of your points at 63, you may necessarily have to submit the French test result.

Just wait till the end of february. I sent my application there too and I'm from london. I had to wait 4 months before I received my aor.

Now that's just depressing. I guess because most of the BIQs closed down and all the applications are going to Montreal, there's a backlog and they're having to deal with an awful lot of applications and that's just slowing everything down. Guess there's nothing else to do than wait. ???
