It was exactly 4 months.

On the 4th month after sending my application, they debited my account.

I have checked my application, and I do not specify any thing in that column for French Language skills. So not sure on what grounds it was returned

when t was returned there was a paper for refusal thas has a number starts with Ref : ....
Reference number of letter / Case, put this number in front of you and call them and ask them

WaooW ! nice that you called them .. I have a question .. did you ask for applicants from one specific region / or sending to a specific Visa office, or they meant for all applicants regardless from where they applied ?

I have already spoken to them and the response was "Do as it is mentioned in the letter. you should necessarily submit it.." Thats it. I have also sent a mail to them quoting the reference number and yet to get any response. I will post it here once I get it.
As of now, I believe in spite of your points at 63, you may necessarily have to submit the French test result.

no it is not at all ! so strange ! they may answer in 24 hours and may take two weeks.. you have to wait.

Yes, I asked for East European immigration region but I'm pretty sure it affects us all.

Now that's just depressing. I guess because most of the BIQs closed down and all the applications are going to Montreal, there's a backlog and they're having to deal with an awful lot of applications and that's just slowing everything down.

Guess there's nothing else to do than wait. ???
