Thank you very much to post this here.
It now makes very much clear for us that if they apply new criteria to our files, they have reduced the points of eligibility. For the ones who fall under older criteria, they have 55 & 63 points for eligibility for single and joint application respectively whereas now it is 49 & 57 (Including the points of adaptability).
Our file is already at 60 without point of self sufficiency and adaptability.

Since you have 41 points without french, you will be given 18 months, to reach at least 49 points, by improving french knowledge. So you will not be refused, but given some time.

Dear frds ,
I Have sent my application on march then unfortunately it is return to me in april cuz im not send the original certificate for the delf ,
so after i received the original certificate for delf a2 a2 i re send my file on june .....
now the question i want to know i belong to which criteria of those mentioed , criteria number 2 or number 3
why im asking this question cuz they mentioned the minimum requirment for language for critieria number 2 in a2 or b1 those they apply before 1 of aug
second criteria for those apply after 1 of augest they need as minimum to accept file b1
now im sending my file with a2 a2 on june so i want to know which criteria im belong ??????

they mean for who apply before 1 of augest they will accept the file if he got a2 or b1 not less than a2

I agree, if you applied before 1st of August, and new rules apply to you, then if the principal applicant had at least A2 (for DELF A2 with 16+ score out of 25), and points are between
- 39-49 for single applicant
- 43-57 for those with spouse where both had A2+
- or 47-57 with spouse, where only one of them had A2+
will get 18 months to improve french to at least B2, or higher, to reach 49/57 points for preliminary examination.
If you still have at least 49/57 with language points by the new rules, then they will start preliminary examination / interview call etc. normally, as B2 is not mandatory for processing.

I'm planning to apply next month, I took TCFQ last month and got B1/B1 with new rules I have 44 pts (w/out French) as a single applicant. I'm confused with this Information as well, does this mean that I can apply with only 44pts and a B1 with the promise to improve to a B2 or this is just for people who have ALREADY applied?

It says "Candidates who have applied for immigration from 1 August 2013 (Requirements applied to the preliminary examination with new weighting scheme)" with at least B1 will get 12 months to present a B2. Other conditions are the same (39/43/47 points at least to be eligible for this).
