To re-apply or not to re-apply!?!?!
Maybe its too early to tell..my application was submitted July 2013 (before July 31st that is!)...it seems under new rules, i qualify better getting more than the minimum 49 required to apply (i think i am currently at 51pts under new rules with undergrad in comp engineering, previous stay, english proficiency, AOT & work experience + self-financial support)...i am currently in the masters program for computer engineering and expect to graduate May 2014..so if i include this in the new application (yet to decide)...i get extra 2 points....
Now i am not sure whether to reapply and start compiling a new application under new rules...or wait to see if the retroactive application of new rules to old applications will be reversed!...
Any ideas/tips folks? - What would you do?

Sorry, you are right. Almost everyone is in priority now, which means actually no one is. One thing is for sure, this part of the guide below, from page 66, they will not be able to fulfill:
"Thus, applications are filed, upon receipt, in order of priority following:
1. applications filed in the Quebec Experience Program (PEQ), the if (SEE GPI 3-4, Section 5.1)
2. applications under a validated job offer
3. requests the candidate whose field of training or that of his spouse appears on the list of preferred areas of training in 2009 and meets conditions; <-- they have forgot 2009 in here...
4. requests from other candidates qualified workers.
It is expected that these priority issues are treated within a maximum of 60 working days."

I did the evaluation under the new rules from the official website, and the result was that I don't meet the criteria. I have a Bachelor degree in computer engineering (2007), and a Master degree in electrical engineering (2010), and now I am doing my PhD in electrical engineering. So, I have computer engineering degree for more than five years and I had no experience in it (I had some training), since I continue my education in a row. Do you think there is a chance to consider it and gain 12 points, in case of which I become eligible? I already applied Jun 2013, and I am not sure if I shall withdraw my application or not?

Now here ,you can wait until u finish ur masters and get that 2 points ,so u wil hav 53 points and 2 more points u will get by adaptability at the time of interview so that will make 55 or you can file it now with 49 may be u can work on ur French try to do B2 in mean time....in between u may be called for interview...u need to get all 6 points in Interview....just decide accordingly
Wow, I did not expect the developments to be positive for me! Worst case scenario is I am evaluated by old rules and will not be under a priority category. Best case scenario is I am evaluated by the new rules and lose my language points but gain points for my AOT and will be under priority category. Will we have to do any modifications to our file?
i have a question please comment all the persons who have applied in 2012 and are non priority and now who are in priority now and have more points there points will be recalculated? and there application will priorities as far as my knowledege in 2012 rules they give u AOR when ur aot is approved ! so if the new rules come effective then they will reassess their aot and give them new pts for it ?

Oh sorry, she seems to think new rules will be applicable to me, and that I would not have to update my file to change my AOT from a 6 pointer to a 12 pointer. My AOR was sent back to me on February 2013.
Hi Everyone.
On the Last minute i did not filed my application because of the language rules were going to apply on me of B2 in French and I am B1.
My consultant had made my entire application ready and was going to submit and gave me a choice if i wanted to submit before 31st July under the old rules but preliminary processing might take 3 to 4 months and there were 100% chances i was processed under new rules which could have had my application being rejected,so i decided to wait and see new rules and re access my application and wait until it is ready to be submitted.
My new mission to learn more french and score B2 but honestly by this decision of Quebec the might loose skilled workers who in true means want to settle in Quebec rather than other provinces of Canada.

As per the web site we can gain upto 28 points in education
i've done 4 year full time undergraduate diploma (outside canada)
now m persuing quebec vocational diploma (900hrs).
AOT of quebec vocational diploma gives me 16 points
so how many points i will get in education ?
