If the officer is doing his/her job, then you would expecting PFL. Hire a lawyer if you received it.

You may got lucky and get away of it.

You posted under a discussion about receiving PFL (Procedural Fairness Letter) and said you have the same situation.

So what actually is your saturation?
Are you a sponsor or a principle applicant under Family Class sponsorship?
I don't really know what is PAL under family class. And AIP is usually the last step before final decision.
Are you inland or outland?
PAL means Pre arrival letter. i am inland sponsorship
 
pre arrival doesn't mean anything. IRCC send them out any time.
based on my understanding, at least for family class and clarified with IRCC on the phone too, pre arrival is sent after PA eligibility is passed

not to defend myself but before i apply, I called IRCC asked about this question, and they said common law relationship is also based on people's will. only both of you agree to step into a common law relationship and have live together for one year, then you can say you are in CL. that's what I've told by IRCC

I have seen it being sent at similar time as medical request. But maybe they have been more consistent now.

IRCC customer service is not able to provide immigration advice or determine your family relationship status. That is why we have immigration lawyers.
 
I have the same situation but I've already got AIP, SA and PAL for my application. Does it mean safe?

You aren't safe until you have PR. PFL can be received at any stage.

So who is considered as a family member?
You are being sponsored by your wife. She is the sponsor.
You are the principle applicant and if you have any children under age of 22, they would be your dependent/family members.

This instruction is a general instruction and so for economic stream, that would be the couple and children.
