Because there is a small yearly quota for all H&C programs and the Ukraine program likely has a small quota of that reduced quota. The H&C quota has been reduced since last year and is scheduled to be reduced again in 2026 & 2027. The big issue is that there is a huge volume of applicants for the small number of spots which is creating huge backlogs and increasing processing times. Many applicants essentially will have their applications frozen with no movement until they get closer to the top of the queue.
Your application is essentially in line for processing but with minimal quota and lots of applicants there could be no movement for quite a while. If you qualify for other economic programs would suggest also applying for those.

So one incomplete request which is not requests for more information. They may even waive the medical request for some Ukrainian's who are younger and have been using the Canadian healthcare so billing can be verified. Haven’t seen enough cases to know if they are doing this.

Just wanted to know what is going on in other peoples cases. There is no information about this program, so it is no other way to know if there is any movement.
As for the timeline, for H&C Cases it may be up to 3 years. Probably this is what we can count on.

Not sure where you are coming up with up to 3 years. IRCC is suggesting 5-7 years to clear existing backlog when data was collected and backlogs have already increased but if look at all H&C programs could take up to 20 years to clear the backlogs. For example there are around 21k Ukrainians who applied when data was collected but there may be only 1k spots per year for this program. The quota for H&C is small for 2025 and scheduled to decrease every year. The “math doesn’t math” as this document points out. Would suggest learning French.

It is easy to find that H&C cases timeline may vary from case to case. Taking to account lack of any other information, knowing that peoples cases are moving brings a little comfort. But you are right that it will take a long time, and if there will be any other opportunity, it is worth taking it.

It is easy to find that H&C cases timeline may vary from case to case. Taking to account lack of any other information, knowing that peoples cases are moving brings a little comfort. But you are right that it will take a long time, and if there will be any other opportunity, it is worth taking it.
The 22 months is for general H&C not the Ukrainian program and anecdotally most are being processed much longer than 22 months these days for general H&C. Unless there are significant reforms the processing times will all continue to increase. The math just doesn’t work for all forms of H&C when it comes to volume of applicants and allocated quota. I would suggest that people work towards other options if possible while keeping this application. Also unclear if there is a ceasefire what will happen to the program which could be reassessed or eligibility may change.
