Does IRCC always have a bug in their computer system or what? Keep sending the wrong info to applicants. I'm a victim too during my Permanent Resident application

Hi all, sorry if this is a stupid question but how do you link your PR card to your GCKey when you don't have the card yet? All that happened when I landed was the guy stamped my COPR and told me to look out for the card in the post... should I have a new number or something? Thanks
