This is sad. I personally haven't heard of any PNP-O applicant receive PPR lately from NDVO. It is scary to even think how many applications would have been piled up. I hope that applicants from March/April 2016 start getting their PPRs from NDVO ASAP!
Skhanna, what is the status of your BG checks? Could you please tell us how it progressed?
IMO, it is likely that your file is being processed in Ottawa (or some other VO like London VO) rather than NDVO. Your status change is kind of consistent with the status changes of most inland applicants. Sometimes, workload redistribution is not done and the file is processed to completion in Ottawa (happens only to few ouland applicants AFAIK).

Had ordered GCMS notes early December, and as per it my file was moved to New Delhi visa office as part of workload redistribution
Also, the request which I got for RPRF(on 2 Feb) was from Delhi office.

You had further medical tests done. This might be the reason of late RPRF req. That is the reason BG change happened after payment. If bg change does not go back to NN then your PPR is due. Good luck
