Probably 18 month PGWP given any course less than 2 years the PGWP according guidelines will match the course length.

So what are you going for 16 or 18 months? Just take a 2 year course and then you will qualify for a 3 year PGWP.

Will George Brown College certificate in Block Chain Development program give points while applying for PR? This is the only course they are not giving Ontario Graduate Certificate Program.

As i said you will never get a visa with those. Doesnt matter if the college accepts you, they don't give you the visa. If a college accepts thos scores it is not a good college.

You need to increase your IELTS score. You must have at least 5.5 in each of the four categories for a study permit to be approved. You have to re-write IELTS and achieve a higher score.
