1-888-242-2100 doesn't work if you are in US. At least it didn't work for me. Try 1-613-944-4000 and then a series of 1111131 (when asked to press a digit). This should take you to CIC representatives.
If you have GMAIL (no matter where you are) you can make free phone calls from google voice to the US and Canada.
So you can call the US number as the Canadian number is not accessible outside Canada.
For ottawa and Sydney office applicants, its just going to be writing on this forum during every stage of waiting. Nothing can be done other than waiting. Trying to see how we can be patient during the whole process which is lengthy only for visa offices like ottawa and sydney. We cant expect weekly or even monthly updates.

Just got email from CIC asking my husband to submit his criminal check in Canada (I am primary applicant), and it also said NOTE: IF YOU HAVE ALREADY SUBMITTED THIS DOCUMENT, PLEASE DISREGARD THIS REQUEST. WE WILL CONTACT YOU WITH FURTHER INSTRUCTION ONCE A VISA OFFICER HAS REVIEWED YOUR APPLICATION.
Both my husband and I submitted our application with criminal check, should I just ignore the email or call CIC? Any advices? Thanks
