Hi, do you have any evidence about your idea? By logic it should be the opposite: it should be better for the government to fix all the already settled positions instead of accept new ones...
About the open work permit: I would check about Bridging Open Work Permit (BOWP).

The delay can be seen in jan-feb-march 2015 thread where most inland applicants have got ER much slower than ppl from other Visa office(VO).
Also there was this news of cic ottawa office being closed temp, due to some infection spreading in work place. It was in cbc news site few weeks back !
I see.. anyway, for what my lawyer told me, lately inland applications waiting time (for aor) is roughly 3 months..

First of all, Congrats on your aor. Second, what did you get in May, was it XEP number?
Processing time - Not sure if its same for all applicants for that visa office. It depends on case to case and visa office.
Medicals - I think it depends on case. sometimes fast. sometimes its late.

If you live in Israel than it's your regular visa office. But now a days CIO is distributing application to the fastest visa office for speeding up the process, that's the reason now in generic form there is no option to mention visa office of our choice. It's now up to CIO. Best of luck.
