sorry to break it to you but it doesn't mean your background check has been finished or even started . I am December 2017 applicant as well, my MR was in June 2018, and my GCMS note from December says my background hadn't even started .

Wow!! Glad for you for some form of progress since last February. Pls do book your medical on time ans hopefully they speed things up for you. Quick question, do you apply inland, and do you have dependants inland as well or Outland. I am just wondering what might have caused delay.

I’m inland, OINP Employer Job Offer stream, no dependents. I don’t think it’s a delay, rather some officers do MR after background checks. As I said above, background checks have been in progress since end of May 2018.
