People are getting MRs in the 9th or 10th month since the time they submitted the application.
So SEPTEMBER applicants should get it by the end of JUNE or early JULY.
Likewise OCTOBER applicants should get it by the end of JULY or early August.

Yes you have to pay the RPRF. Usually after medical. But now a days CIC asking RPRF even before MR by sending reminder email. It is absolutely necessary without which they wont issue you the visa. So if you get any reminder emails just check if they mentioned anything about RPRF. You can even pay upfront without their instruction which is good as it will make processing faster. I have not paid mine but I just got reminder email last month so I paid it. I have seen people paying upfront at the time submitting application. Currency rates are uncertain you might not wanna wait for it to rise or fall. hope this will help you.
I applied through pnp on September 2015, got AOR december 3rd, RPRF email on april 22nd and on may 17th I received an e-mail requesting original police certificates.
The problem is I sent the original certificates and they are not accepting. I called and emailed immigration and explained that in Brazil we get the police certificates from the Police website. I also explained that I asked my brazilian friends who already live in Canada as Citizens or PR's and all of them sent the same certificates that I did.
Today I received another email saying that my certificates are not originals and I have to send the original certificates. They also included this awesome link to "teach me" how to get Police Certificates in Brazil :

It's amazing, the link they sent me has two options: if you live in brazil or if you don't live there anymore and guess what are the options to get the police certificate? TO PRINT IT FROM THE INTERNET, THROUGH THE LINK THEY SENT ME, EXACTLY THE WAY I DID.
I don't know what to do, I guess I should give up on my PR because I tell them I sent the originals, they say it is not original and send me the same link where I got the originals from. Really?
Received email from Cic stating that they received the RPRF document that I sent them. So if anyone here haven't received confirmation email even after 1 month I would suggest sending it again via cse. It won't do anything bad to your application.

I am PEI pnp, passed 7 month 3 weeks, no news from CIC, raised CSEs, emailes a lot, GCMS 2 times- 2nd one waiting,
