Briefly, I have sent my application form to CIO Sydney Canada on 18th of April 2011 with all necessary requested documents (application received by a person: Michael), but until now (it has been more than 4 months) I haven't received nothing (no email, AOR, confirmation etc. from CIO). As additional information:My office visa is in Vienna, Austria.
Please, can someone inform me in relation to my concern -- what is really going on? Should I try to contact CIO or still wait? Because I'm seeing similar cases where many of April 2011 applicants received a CIO contact or first AOR within 2-3 months.

This is unusual..as you have rightly observed that April 2011 applicants have received the CIO email (as reffered as PER on this forum) and some have recd AOR.
Have you been checking your spam/junk mail box? Has your CC or BD been cashed yet because this will give you an indication if CIO has assessed the Completeness of your application. If not, contact CIO ASAP to first get a UCI# and then for the status of your application.
I checked the email everyday (spam and inbox) but there was no information at all. And as regards to cash refund there is nothing on the personal bank account.

I would suggest you to phone, FAX and email and state your status. You will be able to retain a proof of your inquiry with the latter two. If you are lucky then the Client representative might be able to answer your questions..but also phone and fax them. I have heard this mode is pretty effective with CIO.
You will only get a refund if your application does not pass the Eligibility review at CIO. Hope for the best.
