Does work experience gained while waiting for PGWP count for CEC!! Time frame between "after person has applied for PGWP" and "still waiting for its approval".My scenario is -
1.I successfully completed studies in April 2018. 2. And applied for PGWP in May 2018.
3. Started working on 11th June, 2018
3. Got Approval on 27 June,2018
Now I received ITA on june 25, 2020 on basis of 2 years of experience. Will there be any issue in my PR process? Should I put LOE with my Application

Your work experience starts the day you started working after applying for PGWP. Your employment letter from the employer will serve as proof. IRCC doesn't need to know what your status was when you started working. Since your employer hired you knowing that you had valid status while working, the letter should be good.
When did your SP expire. Your SP has to have been valid at the time you applied for the PGWP in order for you to have been able to start working immediately. If it was valid then yes you have your full 2 years of legit experience.

PGWP requirements have changed since last year. You get 180 days after finishing school to apply for it. You may have expired Study permit but "To be eligible, your study permit must have been valid at some point during these 180 days.
You get 180 days to apply, but in order to be eligible to begin working as soon as the PGWP application has been submitted (instead of waiting for it to be approved) you must apply for the PGWP before your SP expires. Otherwise, yes you can apply anytime before 180 days have passed.
