I have received the result of my PGWP application, the reason is the lack of Biometrics Fee, which I have paid and submitted the receipt in time. It must be a mistake, I think I can argue it successfully.
Right now, I am in a Master program in US and try to stay in US, and I wanna make Canada as a backup. So I hope to keep the chance of PGWP. So if it is possible that I can apply PGWP again after I finish another degree in Canada, I should cancel this PGWP application. and if I can not apply it again since I have applied for it once, I should argue this refusal in mistake. So question is after the first application for the PGWP is rejected, can I apply for the PGWP again after completing another program in the future?

thank you for your help, last question, will this refusal by mistake have negative effects on my future visa application? If so, how can I deal with this thing, since if I argue this with ircc, maybe they will issue my pgwp which doesn't align my current plan. I really realize that the decision I made in last October is lack of strategy. Thank you again
