From the threads that I'm reading dialysis is one reason for denial. Actually, when I submit my interest to sponsor online last October 14 I only apply my mother because medical examination for my father will be an issue. No idea. I just found out recently when cic emailed the invitation that both parents will be considered in the application although my father is non accompanying.
No he hasn't bee denied for visas. He has tourist visa before. He started his dialysis 2 years ago
Anyways I will give it a try and will go from there. Maybe I could write a letter to cic that I only want my mother to be sponsored? well I don't know if that works??

If he's on dialysis then he will almost certainly not pass the medical unfortunately. The costs of dialysis are high in Canada and exceed the annual threshold by a wide margin.
A letter will not work. It is mandatory that your father pass the medical in order for your mother to be approved. All dependent family members must pass the medical regardless of whether they are coming to Canada or not. This is a hard / fast rule.
If you want to give this a try and are OK losing the application fees, then my recommendation is that you process the application with your father taking the medical and see what happens. I would have him take the medical over writing the letter to exclude him. IRCC will not allow him to be excluded from the medical process.

You can include one as the primary and list the other parent as non-accompanying. However both parents must be mentioned in the application since they are married. The parent who isn't coming will still have to pass a medical and you will still need to have enough LICO to cover both of them.

Yes, your father must take and pass the medical as well. And must also provide PCCs. Your mother's application cannot be approved without this.
If your brother is under 22 years old, then he must be included in the application as a dependent and you must have enough LICO to cover your mother, brother and father. If your brother is 22 years old or older, he is excluded.

Thank you, if I meet LICO requirement only to sponsor 1 person then what happens? Will only one person get PR or all get rejected? Cause there's a reason why i entered only my mother's information in the Intent To Sponsor form..

The application will be refused. You must meet LICO for the person you are sponsoring + all of their dependents, regardless of whether they want to come to Canada or not. If you don't meet LICO for 4 people, there is no point applying. Refusal is guaranteed.
The person I am sponsoring is my mom (just one person) as clearly stated on my Intent To Sponsor Form. No dependents cause he is 22, not 21.

Would be okay if i can show more than enough funds in the bank but not on LINE 150 in Notice Of Assessment?
Is any other financial security acceptable other than income on NOA?
