my brother qualifies to apply for our parents lottery. here is his case:
*) 2018 - his and his wife income combines qualify
*) 2019 - alone his income qualifies (his wife does not have any income in 2019)
*) 2020 - his and his wife income combines qualify
my question is that can he and his wife apply separately to increase chances to get picked from lottery ?

Unfortunately, wife cannot sponsor her in-laws. Only the principal applicant can apply, and wife can co-sign the application (to meet income requirements). Here is a quote from the EOI form:
You can't sponsor your in-laws. You can only sponsor your own parents and grandparents.
If you want to co-sign your in-law's application, your spouse or partner must be the one who's invited to apply as a sponsor.
Even if you're invited to apply, you can't:
use your invitation to sponsor your in-laws
use your invitation to be the co-signer on your in-law's application
transfer your invitation to your spouse or partner for them to sponsor their parent or grandparent

Hi Guys, i got married in 2020 which makes my family size 4 (me,spouse,mom,dad).
Interms of financial eligibility, for 2018 alone i fall short if family size is 4 but with 3 i am covered. Given that my family size was 3 in 2018 , am i eligible? My spouse is awaiting spousal sponsorship and would not be cosigning. Please advice

Yes, you can sponsor her. And no you don't need to add her to the interest form, there's no field for dependent children in the form. Only parents and grandparents. I am in the same situation. My understanding is dependent children are added once we apply.
My son citizen live with his wife since 2019, she has no job till date, can my son eligible for apply PGP program for both of us even my daughter is there completed her study and applied for PR
