Initially I signed them both digitally. but before they returned the app, I discovered online information stating that the IMM5990 form should be signed manually. On 12/12/2023, my common-law partner signed the form in front of a commissioner of oath, and I promptly submitted the updated document through the webform. that didn't work I guess
There’s conflicting information about how to sign these forms - the application portal says not to print and sign any form, but IMM5990 needs to be notarized and that is normally done manually. So far it seemed like it didn’t matter how it was notarized (digitally vs manually), as long as it was notarized.
In your case I would call IRCC so they can better explain what the issue was. It wouldn’t make any sense to 1) say that you must sign everything digitally, then 2) return your application because you did exactly as they said. It also seems unusual that they’d return the application to you after asking for biometrics and everything. Hopefully it was a mistake!

My application got returned today. imm5989e & imm5990e incomplete. Do I have to sign both of them manually?

It could also mean “incomplete” as in there’s information missing other than the signatures. Again, it’s best to call IRCC so they can clarify why it was returned!
Oh there you go. This is why it was returned. You can get it notarized digitally with services like NotaryPro, or do it in person with a local notary. It doesn’t matter how you do it, as long as you get it notarized.

Has anyone recently received the medical examination letter? (Thursday - Friday - Saturday)... It seems they stopped doing that, we only receive biometric data and nothing else; I sent my application on Nov 22 but the process is very slow, I know people who sent it later and are already much more advanced.
It seems they are not checking in order of arrival, there are people who sent their application after me who have already advanced much further... this unfortunately seems to depend on the immigration agent who reviews your case, sadly mine is not very diligent
