I believe that the PPR request comes from Ottawa and so they ask you to submit the passport to Ottawa. Currently I am in India and so when my PPR comes, I will have to submit my passports to India office.
Is it a good idea to send them an email now requesting that the Passports to be stamped in India instead of Canada.
I am just trying to save my time in sending this email now rather than after I get my PPR.

I was in the same situation as yours. I emailed CPP-O requesting them to send me an email for passport to be stamped at New Delhi Embassy. They even sent me email informing me to submit my passport. when I went to VFS Mumbai who deals with collecting & submitting the passport to New Delhi, guy over the counter told me that on an average it takes around 4-5 weeks to process.
As fortunately, my cousin was going to Canada around same time, I gave him an authority to carry my passport & send it to CPP-O. Now they have processed my PR visa & I am just waiting for my cousin who will return by the last 3rd week of Feb with my passport & other documents.

After I received PPR, i sent them the email. If you want my advice, try to wait for PPR to come then only you ask them to request you to send PPR to New Delhi. If you send before they ask for PPR, they think you are kinda desperate & it might hurt your case.
