So I'm currently in India and have asked CIC for a VO change so I could get my passport stamped in Delhi. But it's been a month since I got my PPR and I still haven't heard anything. I do have a visit visa for Canada and I am wondering if I could enter the country, mail my passport to Ottawa and then land through Niagara. Do you think this is possible? How long has it taken for people to get their CoPr after mailing their passports to Ottawa?

Entirely possible and a very good idea if it is feasible for you. What is your address in ECAS? Update the address, fly ASAP into Canada. One is given 60 days to submit passport, so in that case you are running out of time. Usually passports are returned back to us within 2-3 weeks.
Just make sure you haven't missed out on any emails from CIC regarding the stamping office change. Might be a very good idea to give them a call.

Call them at their help line within Canada even if you are in India. Not sure if you can call their 888 number from outside Canada, but in that case, call your local Canadian Visa office if a number is provided.
