Passport Validity Vs Passport Request for Visa

My brother and his family have an active PR Application, however, the couple's international passport expires in a couple of months, February and March 2023 respectively. I have read that passport validity must be at least 6 months for a visa to be issued, if I understand correctly.

Is there's a chance that a visa is issued on their current passports if they get a passport request within the coming months?

If No, can they begin passport renewal process while still waiting for IRCC’s update?
