You don't need to send pictures nowadays. They will use the pictures you sent with your application. So, yeah just passport, copy of email, and return envelope are needed.

If your dependent is abroad, she/he will need to send picture. Lately, the PPR from Ottawa doesn't require pictures. If you request your visa to be printed elsewhere, the new PPR email will likely say you need pictures.
They will give you 2 copies of CoPR. One of them with your picture in it. They will keep the one with your picture. My CoPR had the picture I sent with my initial application. However, my wife was in Ukraine and I had to request her visa to be printed there. The second PPR email said she needed to send her passport with 2 pictures.
That is weird how CIC is changing requirements
My PPR is clearly asking for photos, and the day I got PPR the link that they had there was opening a page with specifications for small pictures, when I went to take pictures they told me that requirements has been changed
just in case I ask for both sizes of photos
than come home open the link again, opened different page with specifications same as Canadian passport requirements
