I believe most inland applications are being transferred to Mtl. Outlands are mostly handles by Mississauga office. Please correct me anyone if I am wrong.

I don’t think that’s correct because as at the time of transfer, IRCC will have no idea if the applicant will be opting for either Inland or Outland landing.
However, the files are discretionally transferred by IRCC though they claim it is based on sponsors geographical location.
