2-3 days. I got everything within days starting from Biometrics, prearrival, medical, PCC, to sponsorship approval. Now waiting for status to show decision made.

I have a scenario, I applied for my parents in 2021, I attached 3 NOAs for 2018, 2019 and 2020. In 2023 Immigration informed me that my MNI for 2018 did not meet and because the process took them longer than 12 months, I can submit my latest 3 years of NOA from CRA to the immigration which I did. My LICO for 2019 to 2023 does meet the requirement. Today I received a letter that sponsor is not eligible to sponsor become of MNI not met. What happened here, they asked to submit more documents? I did submit my latest CRA documents starting from 2020 to 2023 already. Any suggestion?

From 2020 to 2023, make sure again that income you showed does meet minimum requirement. i am sure you must have, however, just to be clear again re-verify. if you are sure then raise web form/Call them. maybe they are specifically going by earlier year and not from 2020-2023.

those are terms use here for applicants of PR getting virtual landing because they are already inside Canada when their PR applications were approved.
Portal 1 is to verify that the person is physically inside Canada and portal 2 is reply with information like height and photo(s) provided for PR card process.
those are emails and steps before people get eCOPR.

Why did you apply as a sponsor in 2021, if you were not eligible, based on the previous 3 years' MNI? Allowing you to resubmit newer NOA's would be absolutely unfair to those candidates who were willing to apply in 2021, but could not do so due to insufficient income. It should not matter if the process takes more than 12 months, it is normal.

That said, how exactly was that 2018's e-mail worded where they told you to submit recent NOA's?

I could only suggest they either changed their mind regarding your eligibility, based on the fact you were not eligible to apply to begin with, or that the MNI is still not met due to it being higher these years than before (it does get reviewed periodically), or due to having more dependents (any kids born since 2020?)
