On citizenship you have a Citizenship certificate number that starts with an Alphabet. The UCI is all numeric. I had the same dilemma as you but I was able to find my landing record from the day I entered Canada as a PR (going and coming back from US). That document will clearly list your UCI at the top.

This is very urgent. I got a letter from CIC Mississauga just now to submit my spouse's option c or notice of assessment for 2016. He landed in Canada in 2017, so how can I provide that letter? Please help.

Is your spouse a co-signor? He need Option C for three years - 16, 17 & 18 in that case. If you qualify for income in 16, then you can write an explanation letter.
If your income alone is not meet LICO for 16, your application will be rejected.

Can you copy and paste the content of the letter? I have a similar case as yours. Co-signer moved to Canada in 2018, but income was sufficient for the sponsor by himself in 2016 and 2017. Thanks!

Yes, 100%.
Just the sponsor's income is more than sufficient to sponsor in my case. It is just that in case there is a family addition later on (birth of a child), so added the co-signer to have the income added for 2018-2019 to be on safe side.
