ECAS is just confirmation of application recd and may be file number but I don't think people are receiving the AOR-technically the first step

Complete randomness , One May 1 got the decision made and April 26th people are still waiting for AOR

Yes, they are currently running eligibility checks on my application (background check, income etc..)

Hi there, I am in a similar situation. Just spoke with a supervisor at Canada Post and they said that the CPC office has an agreement with a third-party company who comes and picks up received packages. He said that it will show up as "Delivered" once the third-party company picks up the package from our warehouse. Are you seeing "Delivered" in your package tracking history? Has it been delivered to CPC yet?

Yes, it was delivered after 5 days although I paid for over night service.
I was able to get the refund due to this.

Any theories as to why they aren't sending AOR's?
Looking back at the tracking spreadsheet for 2018, the AOR's for the early applications were being sent out within days, whereas the early applicants for 2019 are almost at two months with very few AOR's received.

Probably related to first come first serve EOI issue , they want to see all the applications recd by June 28th then start sending the AOR
