Attest the one copy from board,(Degree + Mark Sheet)
are they provide sealed Envelope?

HEC documents now accepted after update of HEC database, however, 20 valuable days got wasted. :'(
It is now on in "Required documents" section of WES website that "The HEC must confirm the attestation on their website. If the confirmation is not posted on the HEC website, WES will not accept the documents".
HEC Karachi office is now attesting documents here. i.e. no need to send the docs to Islamabad.

Diplomas are not attested by HEC, as mentioned on HEC website "The attestation of degrees/transcripts and diplomas awarded by the chartered universities/degree awarding institutions of Pakistan both in public and private sector was transferred to the Higher Education Commission by the Government of Pakistan in May, 2000"

In Pakistan, OCS is dealing this method, or you can visit yourself at HEC Islamabad, R&I Department Head will do this sealed envelope thing. As far from abroad is concerned, I am not sure, but, my long shot is, you have to courier to the same person that is dealing with it, and explain it with a cover letter, and include the self addressing courier bag as well (Like if you are sending via DHL / FedEx, pay them the return fee as well and include a bag), so that they can send you back. It usually takes 5 minutes to get them sealed in-person. Would probably take two - three working days.

I m living in UAE .. and sent my docs to HEC and got back in 10 days in a sealed envelop by HEC. Then I sent it to WES and they accepted.
Goto HEC website there is a special procedure of attestation for Pakistanis living abroad. I followed that and got my attestation. but make sure you follow all their instruction an fulfill all their requirement. don't miss anything.

I will be completing my masters from Canada soon IA. I am still available in Pakistan for a month. Is there any attested documents that I should accompany with me that may be needed in future? Should I get HEC attested copies of my bachelor degree and Inter/ Matric certificates from Board office?
