If u r in karachi, visit inter borad office, IBCC is situated in there premises.
they will take 15 days for attestation on photo copies for both O/A Levels.

According to HEC (document link below) - Point # 1 and Point # 4 explains this.

1. Yes, presentation of equivalence certificate of O/A level certificates from IBCC are mandatory for degree attestation from HEC, Islamabad.
4. It is not mandatory for attestation from HEC, Islamabad that your SSC/HSSC msut be attested from the IBCC but attestation officer may ask for same in case of any doubt. However, according to new SOPs that are going to adopt by HEC, it will be mandatory.

i recently got my documents attested from HEC.
first of all there was a little spelling mistake in my father name in matriculation cert. they ask me to get it corrected. after this "Ragra" they ask me to get SSC and HSSC attested from IBCC first, then they will attest my degrees. I got it attested first from BISE , then they (BISE) sent my dox directly to IBCC then IBCC attested my SSC and HSSC after that HEC attestd my Degrees.

that is my personal experience, you try your luck!!!!!!!!!!!!!!!!!!

HEC does not want attested certificates form Matric or inter board.
HEC only attest university degrees and marks sheet, and for reference HEC only want photo copies of Matric and inter certificates and marks sheet.

Attestation from IBCC is not the requirement for validation of ur educational degrees from Canadian authority.
Candadian authority only wants attestation from Martic and inter broad.

Further, officials of Matric and Inter board karachi are well aware of WES and attestation procedure.

because recently about 1.5 month before they gave me "khoob khoob ragra". now i am coming to know through this forum that they don't concern SSC/HSSC.................? even as far as it is my personal experience they even consider each spelling of your/father's name as well...........?
when they change this policy.........? if it is changed........then it is really a good news...?

i dont have attested SSC & HSC certificate but have attested transcripts and degrees of my bachelor and Master from HEC.
i dont know if HEC has recently changed their policy.

In person, you can get it on same day.

Dear Friends,

My name is Rizwan Ali. I did my Matric & F.Sc. from BISE Bahawalpur and then B.Sc. Civil Engineering from UET Lahore and M.Sc. Civil Engineering from UET Taxila. I want to get my B.Sc. Civil Engineering Degree evaluated from WES.

I am having photocopies of B.Sc. degree and transcript attested from HEC a couple of years ago so simply I can go to R & I Section of HEC and ask them to seal already attested degree+transcript in an envelope. Do I need to fill and enclose any "Academic Records Request Form" from my University or not?

Today, My brother went to BISE Bahawalpur to get my Matric + F.Sc. Certificates attested but they told him another story and refused to seal the documents. They just put a stamp of verified on originals and photocopies and asked my brother to go to IBCC Lahore after 4 or 5 days. They said IBCC will attest these docs and from there you can get this envelop sealed. Is it OK to get docs attested and sealed from IBCC and to send them WES? Do I need to fill and enclose any "Academic Records Request Form" from BISE Bahawalpur or IBCC or I don't need to fill this form?

Call talk to ICAP and talk to official , ask him/her from whr u can attest ur CA certificate? they will guide u accordingly.
for BISE and BSEK - both are also the requirement by WES. visit relevant broad office. u need to attest ur transcripts and certificates from controller of exam.

Thanx. I have sent the required transcripts through ICAP. I was only concerned about BISE transcripts. I was of the view that as every higher qualification has undelying basic pre requisite of lower qualification, so it would not be automatically understood that matric and intermediate educations have been successfully completed.

Any way my board is BISE sukkur and i believe it is hard to get this process done through them. Can i get them attested from BISE sukkur some how and email them (WES) myself?

Further as per their email which is produced below, they have specifically mentioned that send ICAP transcripts through ICAP; while they have not mentioned this for HSC docs:

Dear Rizwan - For matric and F.Sc, the procedure you have described above is correct and the way to go. Just get your certificates verified by your board and IBCC will attest and provide them in an envelope. If you can go by yourself to IBCC, that will make things a lot easier for you otherwise IBCC will inquire about the person taking care of your docs and why.
For your engineering degrees, you have to go to HEC, again go by yourself to simplify the procedure. (can be done either in Lahore or ISB). They know WES so you'll get the required ones.

I and many other members have explained this procedures in much details at another thread in MUCH details.
Please search this thread.Its like Pakistani applicants applying for WES etc.

Even, apart from bit and pieces based advices, I summarized the whole procedure in a post inside this thread.Its very logical to check this thread as its much older and its subject is covering all things.
More we think about" if and ifs", more we are trapped in unwanted problems.I see a lot of tension caused by unwanted worries.
since time is short so its in our great advantage to check summaries and straight forward instructions in that thread and just follow them.
I hope my all friends here will take my advice as positive.I have written this post for your time savings only.

if you need urgent Don'y use courier. courier will promise within 1 month but will take more.
