My wife is applying for her PR from Taiwan. She would also like to apply for an open work permit. She will be in Canada on a visitor visa (eTA) several months before her PR is approved (as it has not been sent yet). Should she include her open work permit application in the PR application package sent to Sydney, Nova Scotia?

As pointed out above, with an Outland Application, you are not eligible for an open work permit. There is nothing stopping her to get a work permit via an employer or something of the sort, though it is somewhat unlikely.
Technically yes. Practically no: She'd have to find an employer willing to hire her and then together they would have to apply for a closed work permit. Closed work permits have all sorts of requirement on the employer that they usually won't bother doing unless your wife has a rare skill that is difficult to find in a current Canadian citizen/PR.
She would need to secure a job offer in Canada and her employer would need to obtain an approved LMIA in order for her to qualify for a closed work permit.
