Iam a PR currently living in Canada, I have applied for my spousal sponsorship (Outland) in February 1. Now she has joined me as sh landed on feb 8th as visitor .She can stay till august. Now the question is can i apply for open work permit for her? If not how long can she stay with me legally? Can I apply for extension till the PR process gets over?

No you cannot. She cannot work until you have landed as PR (once you receive the CoPR). You can only do what you have described for a INLAND spousal sponsorship.

If not how long can she stay with me legally?

If as you say, she has a visitors visa valid until August 2017, then the answer is August 2017.

Can I apply for extension till the PR process gets over?

Yes, you can apply online closer to the existing visitors visa expiry date for an extension to the visitors visa. It is then up to CBSA whether they extend it and if so how long for. You should mention at that time that she is applying under 'dual intent' and is awaiting approval of an outland spousal sponsorship application.
