Right now, the getting nominated is a 100% sure way to get ITA. As far waiting for the CRS cutoff to going below 472, I am not 100% sure it will get you ITA. Yes, the trend indicates that that might happen soon ( next draw? , in six month or 3 years?) .You can never be certain it will happen and it is out of your control. The only thing that you can control right now is sending your package after you have received your PT NOI and getting the nomination ( sort of having some kind of control). On the other hand it also depend on how strongly you want to go to Canada and how much are you prepare to invest in it.

It would not hurt applying for OINP and getting ITA while in the process. But it will hurt so much if you miss the opportunity now and CRS cutoff goes up again (due to sudden increase of number nominations or change to the point system) and circumstances change in the future ( who knows , maybe OINP changes criteria or stops the program all together).
Your choice. If I were you, I will go ahead and apply and hope to get ITA before the cash in the check so that you can claim it back.

You might also consider re-taking your language tests to increase your CRS scores if possible(Better than waiting for CRS to drop to 471).

As I was reading through the Nov /Dec threads , I noticed that some people posted their file number. I did some searching in order to estimate the volume of applications before mine which is XFSW 1607XXX (the F, I presume stands for french) . So, a mid November applicant had a XHFW16011XX ( accordingly, I presume the H denotes the Human capital stream), a late December applicant had a 16029XX file number , a January applicant had 16035XX and a Feb applicant a 16058XX file number.

It seems to be a chronological numbering , and given that the Human Capital Stream stopped sending PTs in mid February , the numbers seem reasonable. Yet , it is disheartening to know -assuming most Dec applications have been processed- that there are approx 4000 applications waiting to be processed.

However, I was thinking that if the November & December applicants alone were around 2,000 , then perhaps the HC 2016 quota which is something around 2,700 , if I am not mistaken , will be reached soon . In that case , maybe OINP , will give priority tothe French Stream applicants , regardless of their appl. dates .

Do you have any thoughts on this ? Is this reasoning possible ? Otherwise, how long do you suppose it takes to process 4000 applications ?

This is good reasoning and unfortunate but, I think it doesn't negate the fact that OINP would try to finish all human capital before end of year.
 
And there are also march applicants. oinp stopped sending in feb, but Feb interest were applied for in march

And the quota is more than 2700. => Extract from http://www.ontarioimmigration.ca/en/pnp/OI_PNPNEW.html. I Quote

amongst the nomination todate are also people from December and Jan. Also do not forget that there are also probably a big number of applications that were rejected and also people invited but did not apply (maybe for economical reasons - upfront $1500CAD and were scared)

As long as OINP has received the application in their office, even if you are over the 2016 quota, then they will carry it over for processing into their 2017 quota. This is what they've done before, unless they suddenly announce otherwise.

I believe their 2016 quota was 2,800 for Express Entry/electronic-based (HC and French Speaking Workers) and 2,700 for the paper-based applications, give or take, for the total of 5,500.
 
so, if I understand you correctly , you are saying that we have to wait for our turn . Does anyone have a notion as to how soon that maybe . I don't know but it seems an awful big backlog of applications .
Is it fair to say that it will probably take a good 5 months since AOR ?

Look at the bright side. It will be faster than anyone waiting from October till March.
 
I am also guessing that they do identify your type of stream and if you are FSW or CEC at the beggining of your file number and then everybody gets a simple number after it which is refering the queue. That way they can identify streams and the position in the total queue at the same time.

Also they have stated that they will not prioritise in the queue, now they actually do it - they go after CEC candidates first.

And that 2700 candidates for Human stream might be actually an accurate number. They had also other big stream for international Master and PhD stream. Plus an employer prescreening.
That is why they have now so many applications. Actually, they have already practicaly enough applications for 2017 as well (as we have just 5 to 6 weeks in this year).
So from that info, we will not see Ontario reopening any time soon (maybe in April / May next year).
