For those waiting on the PT notification, I would highly suggest withdrawing the profile and resubmitting it. I had initially submitted for EE on 22 july 2015. Waited for over 2 months and no PT. Finally withdrew and resubmitted the profile on 6th October and i got PT on 8th October. Its worth a try!
On a side note, how long did it take for your profile to become "Open". I created mine this morning and it has been over 10 hours, still my status shows "Pending Additional Criteria". I checked with a few others and they do not seem to have this problem. Even last time, I had the same trouble.
Recreated my profile on 4th of October. Job bank and express entry activated on 5th of October. Received notification letter on 8th. Noc 2173, IELTS 7.5 avg, Score: 432.

I created my EE profile today, and am at 429. I selected Ontario + All other provinces when creating the profile - should I withdraw and select only Ontario if I am hoping for a nomination from Ontario? Or is this fine?
And I noticed on this thread that some people received a PT after recreating their profile - should I do this?
My scores would go up after I get my PGDip certificates some time in Jan next year - but am worried EE program may end/drastically change its functioning after Dec this year - hence the hope for a Provincial Nomination. :
For me the bottom line is that for those who don't have a PT yet, keep resubmitting until you get one; at least twice or once a month.
I believe it's an automated system that scans the pool for eligible applicants and picks them based on the primary criteria (CRS=400, etc.) plus some other undisclosed ones like NOC, etc. When a profile is scanned but not picked, I think that profile is not scanned anymore on subsequent runs.
I resubmitted 4 times since June and only got my PT on Sept. 4.
Sure. For me I resubmitted using the same GCkey (just withdrew the active profile), and using a brand new GCkey. My latest resubmission was a brand new GCkey.
If you ask me I don't think it matters whether it's old or new GCkey, as long as you resubmit using a new EE number. But to be safe go with resubmitting using a brand new GCkey.
I'd recommend to not revoke the old GCkey until the new one is 100% active.
