ON selects on the basis of points, so if anyone is without Bachelors degree he/she must not accept PT NOI because it is applicants responsibility to be eligible.
No wonder you did not get NOI. Either select Ontario and whatever other provinces you like but do not select ALL provinces option. Or select All province but nothing else. If you did it correctly you shall have disclaimer from Ontario about data collection. that one you must confirm. then you shall be visible.
