Just contacted CIC twice and they really have no idea on this pilot program as I was told two different things.
They said that I will get my OWP within 4 Months, I questioned her saying it should be 4 months max If i applied after December 22nd when the new rule took place. Any applications before Dec 22nd should be treated first as they have been waiting longest.

If I am not mistaken, you are considered to be "out of status" awaiting status of restoration. So don't think you even qualify under the new OWP pilot program.

My hubby applied for spousal sponsorship for PR together with OWP application last Dec. There was a year program pilot OWP that applied on Dec 22 within 4 months will get their OWP. He has a valid work permit until Nov 2015.
My question is once he get his OWP, is he allowed to travel outside the country for a week vacation? Does he needs to get a travel visa or work visa to re-entry? He is from FIJI

if your husband requires a visa to enter Canada as a visitor then he will still require a visa to enter as a worker. Don't go out of country without applying for TRV or else he may not be able to enter even with a valid work permit.

If your husband's TRV is currently expired, he basically cannot leave Canada until he gets PR (assuming you applied inland and gotten OWP).
By leaving Canada, he cannot for sure get back in, as he could easily be denied TRV again. Once that happens, he loses his inland application and start over outland.
So I apply for spousal sponsorship on May 30 , 2014 along with my visitor extension to keep my status legal. I have yet to receive a AOR for my application. Am I eligible to apply for this OWP? Since i have yet to apply for PR do i have to summit both application together?(if i am eligible). Thanks for the help!
Incorrect. Those with a valid work or study permit can apply for a TRV from within Canada.

Understand that absolutely nothing guarantees re-entry into Canada. Though the chances are low, he could be refused entry even with a valid TRV and work permit. If he is refused entry, his inland app would be cancelled; you would have to re-apply outland.
It is up to you guys to decide if the risk is worth it.
